Mekong Delta faces peak saltwater intrusion in March, April

HCM CITY — Saltwater intrusion in the Cửu Long (Mekong) Delta will continue to increase in March and April, according to the National Centre for Hydro-Meteorology Forecasting.

The peak of saltwater intrusion will occur during high tide on March 12 -16, March 27 – April 1, April 9 – 14 and April 24 – 30.

The delta, the country’s largest rice, fruit and seafood producer, is facing a higher than normal level of saltwater intrusion from the sea through river mouths in the ongoing dry season. However, it is not as severe as the level of the previous dry season.

The delta’s provinces have dredged irrigation canals to store more water and upgraded and built dams and sluices to prevent saltwater intrusion and store fresh water.

Nguyễn Thiện Pháp, head of the Tiền Giang Province’s Irrigation Sub-department, said the province has built eight dams to store fresh water for agricultural production and supply daily use water for 800,000 households.

Farmers in Tiền Giang, the country’s largest fruit producer, have stored irrigation water in their orchard ditches for fruit and other crops.

In Cà Mau Province, farmers have stored fresh water in containers and have switched to growing drought – resistant crops.

The delta sowed the ongoing winter-spring rice one month earlier than normal to avoid a shortage of irrigation water at the end of the crop. Farmers are now harvesting the winter-spring rice and have had a bumper harvest. The harvest of the winter-spring rice is expected to be completed in May.

Largest irrigation system

Kiên Giang Province is speeding up the phase one construction of the Cái Lớn – Cái Bé irrigation system to serve agricultural production and local households.

The irrigation system, which is the largest of its kind in the delta, connects the Cái Lớn River and the Cái Bé River and is expected to improve agriculture and aquaculture and control saltwater intrusion.

Though the Cái Bé sluice is expected to be put into official operation in June, it began operating early this month, helping to prevent saltwater intrusion on more than 20,000ha of farming areas.

Construction of the Cái Lớn sluice is expected to be finished in September, while the Xẻo Rô sluice in Kiên Giang is slated to be completed in October.

When the Cái Lớn – Cái Bé irrigation system and Xẻo Rô sluice are put into operation, they will benefit a total area of 384,120ha, including 346,241ha of agriculture and aquaculture, in Kiên Giang, Hậu Giang, Cà Mau and Bạc Liêu provinces in the delta. – VNS

Ten notable scientific and technological events of Vietnam in 2020 announced

The events were selected from the following areas: policies and mechanisms, natural sciences, social sciences and humanities, applied research, international integration, and prominent scientists.

This is the 15th year of the vote for the top 10 S&T events, attracting the participation of more than 60 journalists who cover the S&T sector from 25 press agencies. The nomination was assessed by prestigious managers and scientists.

Below is a list of notable S&T events in 2020:

1. Prime Minister approves Programme on national digital transformation

The Prime Minister on June 3 issued Decision No.749/QD-TTg approving the National Digital Transformation Programme by 2025, with an orientation toward 2030.

The approved program has the dual goal of developing a digital government, economy and society while establishing Vietnamese digital technology enterprises that have the potential to go global.

The digital transformation in Vietnam has seen more strong developments than ever, especially amid the COVID-19 pandemic that has had such a strong impact on the socio-economic situation, trade, education, culture, administration and transport.

2. Successful research on SARS-CoV-2 virus

* Successfully cultivating and isolating SARS-CoV-2 virus

The National Institute of Hygiene and Epidemiology announced on February 2 that it had successfully cultivated and isolated the SARS-CoV-2 virus in the laboratory, enabling quicker tests for the virus.

With the achievement, Vietnam was then able to test thousands of samples a day when necessary. This also served as a basis for the development of a vaccine against the virus.

* Researching and manufacturing quick test kits for the SARS-CoV-2 virus

The Ministry of Science and Technology declared on March 5 the success of a research on a test kit for SARS-CoV-2 virus, making Vietnam among very few countries in the world to have succeeded in the research at that time.

The real-time RT-PCR research was conducted by the Vietnam Military Medical University and the Viet A Corporation as directed by the Ministry of Science and Technology.

The project’s success is important at a time when the COVID-19 epidemic remains a global threat. Results also confirmed Vietnamese scientists’ high levels of professional skill and the ministry’s determination to have effective epidemic prevention and control.

3. Successful development of technology for flight control and balloon retrieval in the stratosphere

This is project VT-CN.04/17-20 on ‘Research to Approach the Technology to Use Balloons in the Stratosphere, integrated with Information Transceivers, to Monitor, Give Direction, Rescue, and Calculate Physical Parameters in the Atmosphere’ was carried out under the National Science and Technology Program on Space Technology in the 2016-2020 period.

The project was directed by Associate Prof. Dr. Pham Hong Quang from the Center for Informatics and Computing.

The project uses an IoT network at an affordable cost level for deploying sea and forest rescue tasks, monitoring off-shore fishing boats, floods, landslides, and forest fire data.

4. Science ministry receives draft Vietnamese history

The Ministry of Science and Technology held a ceremony in Hanoi on November 12 to receive a draft of Vietnamese history after five years of its compilation.

The draft history comprises 25 volumes of general history and five volumes of event chronicles.

The project, funded by the National Foundation for Science and Technology Development, was carried out by nearly 300 scientists from research institutes and universities, mostly in Hanoi, Thua Thien-Hue and Ho Chi Minh City.

5. Viettel makes first 5G call with locally produced equipment

The Military Telecommunications Industry Group (Viettel) successfully conducted the first call using fifth generation (5G) technology in Vietnam on January 17 with Viettel’s gNodeB transceiver.

The gNodeB transceiver, made by Viettel, includes both software and hardware. The device was developed in six months, starting in June 2019.

In May 2019, the carrier used a foreign-made device to make a call via the 5G network. After 8 months, Viettel has helped Vietnam master 5G technology.

6. Locally-developed tracing app Bluezone launched

Bluezone, a locally-developed app that helps determine if a person has come in contact with a COVID-19 patient, was launched in Hanoi on April 18 by the Ministry of Information and Communications (MIC) and the Ministry of Health.

Developed by tech firm Bkav, the app uses Bluetooth Low Energy, a wireless personal area network technology, to link smartphones within a two-meter distance.

As of mid-November 2020, more than 23 million Vietnamese people had downloaded the app.

7. Completion of Hoan Kiem Lake’s embankment using advanced technology

On August 20, 2020, the Vietnam Science and Technology Joint Stock Company (Busadco) announced the completion of the 1,500-meter embankment around Hoan Kiem lake in Hanoi. It took 65 days to complete the project, and it was completed 2 months ahead of schedule.

Remarkably, this construction project applies non-metallic reinforcement technology, previously applied in the project on building technical infrastructure systems in rural areas to prevent natural disasters and climate change, which won the Ho Chi Minh Science-Technology Awards in 2016.

8. Vietnamese scientists become affiliates in important physics research published in Nature

For the first time, Vietnamese physicists have become affiliates of a breakthrough research project published in Nature – a prestigious global scientific journal.

The international experiment, named T2K and described in the article ‘Constraint on the Matter–antimatter Symmetry-violating Phase in Neutrino Oscillations’, was published in Nature on April 16, 2020.

It was carried out in Japan with a collaboration between around 600 physicists and engineers across more than 60 organisations from 12 countries worldwide.

Vietnam is the second country in Asia besides Japan to have neutrino research appear in the Nature Journal. This Neutrino group is working at the Institute for Interdisciplinary Research in Science and Education (IFIRSE) – a member of the International Center of Interdisciplinary Science Education (ICISE), located in Quy Nhon City, Binh Dinh Province.

9. Successful operation to separate conjoined twins

Nearly 100 doctors and nurses from leading hospitals in Ho Chi Minh on July 15 successfully carried out an operation to separate twins born conjoined at the pelvis.

This success of the operation demonstrated the qualification of Vietnamese doctors and advanced development of the Vietnamese healthcare sector.

This is the second complicated operation to separate twins in Vietnam, following the first 32 years ago.

10. Assoc. Prof., Dr. Do Van Manh receives Asian Innovation Award 2020

The Hitachi Global Foundation on October 30 granted the 2020 Asian Innovation Award to Assoc. Prof., Dr. Do Van Manh from the Institute of Environmental Technology (under the Vietnam Academy of Science and Technology).

Dr. Manh is highly lauded for his research on the implementations of advanced biogas to exploit sludge from beer and sugar manufacturing plants to produce energy and organic fertiliser. The research contributes to environment protection and sustainable development in the Central Highlands and South Central regions.

Exhibition: “Those who do not move, do not notice their chains”

The Hanoitimes – The exhibition, held by international and Vietnamese female artists in Hanoi to commemorate life and work of Rosa Luxemburg, will be opened to public from March 5 to April 12

In commemoration of the 150th birth anniversary of Rosa Luxemburg, the Non-governmental organization of Rosa-Luxemburg-Stiftung in Hanoi will organize an exhibition titled “Those who do not move, do not notice their chains”, showcasing artworks from five female artists.

The title of the exhibition is taken one of Rosa Luxemburg’s famous quote: “Those who do not move, do not notice their chains.”

“This presentation is a response and an echo to Rosa Luxemburg’s life of fighting for a fair society,” noted by Tuan Mami, the curator of the exhibition.

The idea of this exhibition is built upon Rosa’s inspiration and her revolutionary theory, to keep the link between people whose strive to devote their lives for humanity and who always act to make society better.

This unique showcase brings together five female voices who have contributed significantly to society and culture through their arts and activities.

The five artists (Veronika Radulovic, Nguyen Trinh Thi, Nguyen Phuong Linh and Joyce Ho) come from different backgrounds, societies, and generations. They will be creating a dialogue to discover various aspects of lives and continuously ‘Reform’ themselves to adapt to changes in life.

The exhibition is opened to public from March 5 to April 12, 2021 at 8C, 76 To Ngoc Van street, Tay Ho district, Hanoi.

Along with this special event, Rosa Luxemburg Stiftung – Southeast Asia will also launch a book titled “Immortal Rose”, which is written upon her political legacy, and portrays a revolutionary woman she was through concise yet vivid narrative, embellished with artistic illustrations.

Rosa Luxemburg (March 5, 1871 – January 15, 1919) was a Polish Marxist, philosopher, economist, peace activist, and revolutionary socialist.

Facebook must obey Vietnamese law: Spokesperson

The Hanoitimes – Vietnam will watch how Facebook fulfills its commitment to complying with Vietnamese law.

Facebook must comply with Vietnamese law and should cooperate with the government in creating a secure and healthy environment, a spokeperson has said.

IT companies like Facebook are required to comply with Vietnamese law

As a foreign-invested company operating in Vietnam, Facebook has commited to complying with Vietnamese law and the government of Vietnam will see how its commitments are fulfilled, Deputy Spokesperson of Vietnam’s Ministry of Foreign Affairs Ngo Toan Thang said at a press conference on April 23.

Vietnam has developed digital infrastructure to facilitate the operations of foreign companies and supports them in terms of telecommunications on the condition that they abide by Vietnam’s law and fulfil all tax obligations and social responsibilities, the official noted.

“IT companies should cooperate with the government in creating safe and healthy environment,” Thang said in answering a question by DPA on whether Facebook is required to limit access to contents that are deemed illegal in Vietnam.

On April 21, Reuters reported that Facebook’s local servers in Vietnam were taken offline early this year, slowing local traffic to a crawl until it agreed to significantly increase the censorship of “anti-state” posts for local users.

Vietnam has more than 65 million Facebook users who use this social network as the main platform for both e-commerce and expressions of political dissent, Reuters added.

Posting others’ photos on Facebook without consent constitutes an offense in Vietnam

The Hanoitimes – Posting others’ personal photos on Facebook without consent is now considered an infringement of privacy in Vietnam.

Facebook users in Vietnam will face a fine of between VND10 million and VND20 million (US$426-851) for posting others’ personal photos without their permission, ZingNew reported, citing the Vietnamese government’s new decree which came into effect from April 15.

Nguyen Ngoc Viet, a lawyer from the Ho Chi Minh City Bar Association, told Zing that in accordance with Article 32 of the Civil Code, individuals have the right to their photos and the use of their photos must be agreed by owners. Therefore, posting others’ photos on Facebook without consent is considered an infringement of privacy.

Viet added that a fine of US$426-851 is also applied for a number of other similar acts such as unauthorized access, use and destruction of information or system of information; provision, storing or use of digital information to threaten, harass, misrepresent, slander or defame individuals or organizations.

Those who disclose personal privacy or State organization’s classified information on social media without the party’s consent, which are not serious enough for penal liability, will be fined VND20-30 million (US$851-1,277).

The new decree provides penalties of between US$426 and US$851 for people who share false or libelous information that defames individuals or organizations.

The same penalty also applies to detailed descriptions of horrific acts or accidents, sharing gambling information or images of Vietnam maps infringing national sovereignty

Besides, Facebook users will face penalties of between VND30 million and VN50 million (US$1,277-2,200) for taking advantage of online communication on the Internet and telecommunication networks to misappropriate up to VND2 million (US$85.13).

The decree also suggests punishment of between VND70 million and VND100 million (US$2,980-4,257) for people who create fake Facebook pages or hack into the accounts of organizations or individuals to misappropriate up to US$85.13.

Vietnam has more than half of population having internet access and owning social media accounts. Facebook is the most popular social network in the country.

A study by the Vietnam Program for Internet and Society at the Vietnam National University in Hanoi showed that nearly 80% of the 1,000 internet users surveyed said they were either victims or had witnessed public slandering on Facebook or other social media platforms.

The Vietnamese government has taken various steps to crack down on crimes on social media and worked with global social media platforms to enhance internet management.
