At the ceremony Senior Lieutenant General Pham Ngoc Minh, Deputy Chief of the General Staff of the Vietnam People’s Army, authorized by the State President, handed over the decision and assigned tasks to the officer at a ceremony held at the Ministry of National Defense Headquarters in Hanoi on April 20. Accordingly, Captain Nguyen Quoc Khanh is to serve as Intelligence Collection Staff Officer at the mission.
