Vietnam’s credit growth remains low despite strong support from banks

The deceleration of credit growth in the two-month period showed difficulties that enterprises are facing as some have to scale down operations due to impacts of the Covid-19 epidemic.

Despite support fro,m Vietnamese banks for the business community, credit expanded just 0.06% year-on-year in the first two months this year, much lower than the growth rate of 1% recorded in the same period last year, according to the State Bank of Vietnam (SBV).

Nguyen Quoc Hung, director of the SBV’s Credit Department, said the weak credit growth in the two-month period showed difficulties that enterprises are facing as some have to scale down operations due to impacts of the Covid-19 epidemic and have no needs for loans, Tuoi Tre Online reported.

Except for some sectors sourcing input materials domestically, enterprises in the fields of trade, tourism, agriculture, transportation, especially in the aviation industry, are under huge pressure, Hung said.

According to Hung, the SBV, the country’s central bank, would soon issue instructions for banks to reschedule debt payment, lower or even waive interest rates for customers hurt by Covid-19.

Hung noted the SBV’s guidance is only for reference while the extent and types of support for customers are for each bank to decide, and they must ensure efficiency of such measures.

In reality, most enterprises depending on input materials from China suffer disruption in production, and some are trying to keep costs at a minimum until the hardship is over, a bank’s senior executive told Tuoi Tre.

As of present, there have not been any forecasts for when the Covid-19 epidemic is contained, however, a number of Vietnam’s major trade partners such as Japan, South Korea, the EU, and the US are struggling to deal with the impacts of the epidemic.

With growing difficulties in exporting goods and products to these markets, companies are unable to pay back debts to the banks, said the executive.

Data from the SBV revealed, banks in Vietnam have eased pressures on VND222 trillion (US$9.6 billion) loans for 44,000 customers in forms of rescheduling of debt payment, lowering of interest rates and fees, among others, over the last three weeks.

Moreover, over 30 commercial banks have agreed to cooperate with the National Payment Corporation of Vietnam (NAPAS) in waiving online transaction costs for customers, in an effort to promote non-cash payment.

Last year, Vietnam’s credit growth reached 13%, while the SBV targets 14% growth rate for this year.

Vietnam banking system eases pressure on US$10 billion loans for clients

The current Covid-19 epidemic has led to delay in debt payment and higher rates of bad and overdue debts , according to a senior official of the State Bank of Vietnam.

Over the last three weeks, banks in Vietnam have eased pressures on VND222 trillion (US$9.6 billion) loans for 44,000 customers in forms of rescheduling of debt payment, lowering of interest rates and fees, according to the State Bank of Vietnam (SBV).

The current Covid-19 epidemic has led to delay in debt payment and higher rates of bad and overdue debts, said Nguyen Quoc Hung, director of SBV’s Credit Department, at a meeting on March 2.

Hung cited a report from 23 banks as saying said that over VND926 trillion (US$40.02 billion) in outstanding loans were affected by Covid-19, accounting for 14.27% of total outstanding loans of these banks and 11.3% of the system.

A number of sectors are facing direct hits from the epidemic, including agriculture, trade, tourism, transportation, footwear, electronics, education.

According to the SBV, over 30 commercial banks have agreed to cooperate with the National Payment Corporation of Vietnam (NAPAS) in waiving online transaction costs for customers, an effort to promote non-cash payment.

Additionally, the National Credit Information Center of Vietnam (CIC) has reduced its service fees in an attempt for banks to reduce interest rates and provide greater access to credits for individual customers and enterprises.

As credit in the first two months expanded at 0.77% year-on-year, lower than the growth rate of 1.07% recorded in the same period last year, Bao Viet Securities Company (BVSC) expected businesses’ demand for loans will continue to decrease under the impacts of the Covid-19 epidemic.

The Ministry of Planning and Investment has forecast Vietnam’s GDP growth to slow to a 7-year low of 5.96% in 2020. Meanwhile, Fitch Solutions, a subsidiary of Fitch Group, has revised down its GDP growth forecast for Vietnam to 6.3% from 6.8% previously.

Hanoi (VNA) – Vietnam and Morocco have shared sound friendship and partnership in all fields over the past six decade, Moroccan  Ambassador to Vietnam Jamale Chouaibi said in an interview granted to the Vietnam News Agency (VNA) on the occasion of the 60th anniversary of bilateral diplomatic relations (March 27).

The commemoration is an opportunity to celebrate the friendship between the two countries’ people, to assess the progress of cooperation between our two countries and to reflect on the best ways to strengthen and broaden the scope of this cooperation, the diplomat said.

Noting that relations between Morocco and Vietnam existed long before the establishment of diplomatic relations in 1961, he said the shared interest in strengthening collaboration between the two countries reflects their common desire to promote and consolidate South-South cooperation, and respond to global economic, political, social and environmental challenges, mainly through the sharing of experiences and good practices, and the promotion of knowledge and expertise among developing countries.

In terms of politics, Morocco and Vietnam share several fundamental principles relating to their external relations, and pledge to implement the principle of settling disputes through dialogue, negotiation and mediation.

The two countries’ political ties have been also strengthened via increasing the exchange of high-level delegations, at government and parliamentary level.

The visit by National Assembly Chairwoman Nguyen Thi Kim Ngan to Morocco in March 2019, and the tour of Vietnam by President of the House of Representatives of Morocco Habib El Malki in December 2017 were milestones in fostering political and parliamentary cooperation between the two countries, he said.

Morocco and Vietnam have maintained regular consultations, through the Joint Committee mechanism. The two countries have so far held four joint committee meetings and five political consultation sessions. The 5th meeting of the Joint Committee and the 6th session of bilateral political consultations are scheduled for next November in Rabat, he added.

On the economic aspect, the positive development of bilateral cooperation is reflected by an increase in trade of nearly 50 percent during 2015 and 2019. Vietnam is currently Morocco’s second largest trading partner in ASEAN.

Bilateral economic relations have been strengthened by the signing of trade agreements and memoranda of understanding (MoUs) between the ministries in charge of trade. A trade agreement was recently signed between the Ministry of Industry and Trade of Vietnam and the Ministry of Industry, Investment, Trade and Digital Economy of Morocco to promote cooperation in many areas of common interest, such as renewable energies, textiles, clothing, electronics and mechanical industries, chemical industry and fertiliser production.

A MoU between the two ministries in charge of trade was also signed recently on the establishment of a subcommittee on trade and industrial cooperation with the aim of promoting bilateral trade and supporting SMEs.

Meanwhile, he noted that the two sides are determined to strengthen and expand their bilateral partnership. This is evidenced by the growing number of agreements signed between the two countries, which cover a wide range of sectors such as trade and investment, energy and mining, banking, education and training, air services, as well as MoUs between several universities and cities of the two countries.

Although bilateral trade has yet to reach its potential and met both sides’ expectations, it is growing year by year, he said.

Morocco’s upcoming appointment an Honorary Consul in Ho Chi Minh City is expected to give new impetus to trade and business opportunities between the two countries, he said, adding that plans and visions both are looking towards in terms of renewable energies, digital transformation, tourism, agriculture, infrastructure and logistics, industrial and technological acceleration, with the aim of becoming leading emerging economies in their respective regions, should be opportunities for Morocco and Vietnam to share their experience, expertise and know-how through the establishment of joint sectoral committees in the areas.

The ambassador highlighted a virtual photo exhibition on historical and remarkable landmarks since the establishment of diplomatic relations between the two countries. The exhibition has been organised by the Moroccan Embassy in Hanoi the VNA.

A series of economic and cultural events will be held through 2021 with the participation of heads of ministries and departments as well as experts, scientists and researchers, he added.

He held that Vietnam is now one of the few countries to successfully achieve the dual targets of combating COVID-19 pandemic and boosting economic development.

He attributed the success to the leadership of the Communist Party of Vietnam in applying measures to combat the pandemic and encouraging the involvement of all people in the fight./.

Deepening the comprehensive cooperative partnership between Vietnam and Myanmar

This is the first official visit to Vietnam by Aung San Suu Kyi, taking place in the context of increased political trust and cooperation between the two nations, especially when the two countries elevated their ties to a comprehensive cooperative partnership during the State visit to Myanmar by General Secretary of the Communist Party of Vietnam Nguyen Phu Trong in August 2017.

Located in Southeast Asia with an area of 676,577 square metres, Myanmar is very rich in natural resources. With more than half of its area covered by forest, Myanmar provides the world with about 40 million cubic meters of timber each year, of which 30% is teak. Myanmar has 135 ethnic groups and tribes, of which the Burmese make up 68% of the population. Over the past few years, Myanmar has achieved encouraging achievements in promoting national reconciliation, national development and international integration. In economic terms, Myanmar has undertaken strong reform measures to boost investment and trade. Measures to promote economic growth have brought positive results. Specifically, Myanmar maintained a GDP growth rate of over 7% per year from 2012 to 2015, and roughly 8% in the 2016-2017 period. As a member of ASEAN and the United Nations, Myanmar firmly pursues its foreign policy of independence, activeness, and establishing friendly political relations with all countries around the world, particularly the neighbouring countries in the region.

Vietnam and Myanmar share many similarities in terms of history and culture and soon established diplomatic ties. The friendly relations and cooperation between the two countries have been marked by high-level visits by the leaders of the two countries. In particular, during the state visit to Myanmar by Party General Secretary Nguyen Phu Trong in August 2017, the two sides issued a joint statement on their comprehensive cooperative partnership, opening up a new page in the cooperative relations between the two countries. The two countries also carried out many practical activities to commemorate the 40th anniversary of the establishment of diplomatic relations in 2015. The Vietnamese people always remember the warm support and assistance of the Government and people of Myanmar towards the country’s revolutionary cause and construction.

Economic cooperation, trade and investment between Vietnam and Myanmar have seen dynamic development. By 2017, two-way trade reached US$828.3 million, up 51% compared to 2016. Vietnam is Myanmar’s seventh largest investor with 70 projects and a total registered capital of nearly US$2 billion. During the state visit to Myanmar by Party General Secretary Nguyen Phu Trong in August 2017, the two sides signed a Memorandum of Understanding on Trade Cooperation between the Ministry of Industry and Trade of Vietnam and the Ministry of Trade of Myanmar. The two countries also set up a joint commission on economic cooperation and annual political consultation between the two ministries of foreign affairs, to regularly exchange specific measures to promote cooperation in such areas as agriculture and forestry, aquaculture, husbandry, banking and finance, telecommunications, and transportation, etc.

Vietnam and Myanmar have closely cooperated in international forums, such as the United Nations, ASEAN, and other cooperative mechanisms such as the Greater Mekong Sub-region (GMS), and the cooperation among Cambodia, Laos, Myanmar and Vietnam (CLMV). The two countries also regularly coordinate and support each other in regional and international forums.

Taking place in the context that the comprehensive cooperative partnership between Vietnam and Myanmar has been increasingly strengthened in a deep and effective manner, the official visit to Vietnam by Myanmar State Counsellor, Minister for Foreign Affairs and Minister of the President’s Office Aung San Suu Kyi aims to foster the bilateral cooperation in all fields, contributing to deepening the comprehensive cooperative partnership between Vietnam and Myanmar, for peace, stability, cooperation and development in the region and around the world.

Impressive growth

According to the Ministry of Industry and Trade’s European-American Market Department, export-import turnover between Vietnam and the UK reached US$657.35 million in January, an increase of 78.57 percent compared to a year ago. Of which, Vietnam exported to the UK about US$598.07 million worth of goods, an increase of 84.61 percent from the same month last year and 56.51 percent from December 2020. This growth amid an ongoing Covid-19 pandemic reflects the promise of the UKVFTA, which came into effect on December 31, 2020.

Exports of agricultural products maintained stable growth in January, with export revenue of seafood increasing 18.1 percent to US$19.72 million, and fruit and vegetables rising 148.6 percent to US$1.04 million. Vietnam’s manufacturing and processing sector saw impressive growth in exports to the UK, with phones and components up 371.6 percent to US$252.59 million; machines, equipment and spare parts up 109.9 percent to US$74.58 million; computers and components up 91 percent to US$31.82 million.

Vietnam spent US$59.297 million on imports from the UK in January, a year-on-year increase of 34.3 percent. As a result, Vietnam posted a trade surplus of US$538.773 million with the UK in January, an increase of 113.7 percent compared to a year ago.

Opportunities and challenges

In addition to opportunities to promote exports, the trade deal also poses challenges for Vietnam.

Commitments to opening the market for UK goods and services will create certain competitive pressure on the Vietnamese economy, especially in sectors where the UK has advantages. In addition, raw materials for production of Vietnam’s garments and textiles are mainly imported from China and ASEAN countries. Although the trade deal facilitates supply expansion, the Ministry of Industry and Trade still recommends that businesses switch to other sources to take advantage of opportunities.

In addition, most of Vietnam’s agricultural products, such as tea and vegetables, still face difficulties due to lack of uniformity in each shipment, poor harvests and preservation.

To realize the benefits and overcome the challenges, Vietnamese businesses, especially small- and medium-sized enterprises, need to be active in seeking market information and solutions to improve product quality and design.

The Ministry of Industry and Trade will develop a comprehensive action program focusing on information provision for relevant agencies and businesses; build a plan to guide the implementation of the UKVFTA in keeping with the signed commitments; and strengthen information dissemination about the trade pact.

With the assistance of the World Bank, the Ministry of Industry and Trade has launched a portal to provide information on the free trade agreements to which Vietnam is a signatory. The website is now online at http://fta.moit.gov.vn.

HCMC speeds up disbursement of ADB’s loans

At the meeting, Mr. Nguyen Thanh Phong appreciated the role of ADB as an important partner of the city in the development of projects. Of which, projects using ADB loans help to improve the quality of life of people in HCMC. The two sides have agreed to ensure the implementation progress of projects, as well as accelerate the disbursement of loans of current projects.

Mr. Andrew Jeffries said that ADB is currently completing with the Government of Vietnam the country partnership strategy 2021-2025, corresponding to the economic development cycle of Vietnam in the 2021-2025 period. Besides, ADB is also ready to be a partner in policy advice, technical assistance, and human resource training for future projects.

Earlier, on the same day, HCMC People’s Committee Chairman Nguyen Thanh Phong had an online meeting with Mr. Song Ha-jin, Governor of Jeollabuk Province of South Korea, to seek opportunities to cooperate and transfer the installation technology of smart farm system and smart farm distribution center in HCMC.

At the meeting, Mr. Phong welcomed development cooperation plans in the field of high-tech agriculture, especially in technology transfer and human resource training, heading for modern and large-scale production. He hoped that in the coming time, the two localities would continue to have many cooperation and connection activities between enterprises, thereby creating a common playground to develop a startup community in HCMC.

Regarding the proposal to exchange, share experience, and cooperate to develop tourism between HCMC and Jeonju City, which currently is a destination for tourists who want to learn about Korean unique traditional culture, Mr. Song Ha-jin agreed that that is a potential sector for the two localities to have a specific cooperation program soon. Moreover, Mr. Song Ha-jin wished that the two sides would not only cooperate in the fields of startup and tourism but also expand to other fields, such as culture, agriculture, and international cooperation.
