How Hanoi penalizes offenders of Covid-19 pandemic prevention rules?

The Hanoitimes – Hanoi has listed 13 acts of violation and corresponding punishments ranging from administrative fine to criminal prosecution.

The Hanoi Department of Justice has made public a list of penalties for violating Covid-19 pandemic prevention regulations, with the highest penalty up of to VND20 million (US$849.23) and criminal prosecution, Kinh te & Do thi newspaper reported.

The list details 13 acts of violation and corresponding punishments ranging from administrative fine to criminal prosecution in accordance with the Criminal Code.

1. Not wearing a face mask in public places is punishable with a fine of VND300,000 (US$12.74).

2. Indiscriminate dumping of used face masks will be subject to a fine of between VND5 million (US$212.31) and VND7 million US$297.23).

3. A person who conceals his or her own Covid-19 infection or others infected with Covid-19 will be fined VND2 million (US$84.92).

4. Those who evade medical examination and supervision before entering and leaving epidemic-hit regions will face a fine of VND20 million (US$849.23).

5. Those who deliberately make wrong or dishonest medical declarations that cause infection of Covid-19 to others will be handled in accordance with Article 240 of the Penal Code.

6. Those who sell food and drinks in public places, contravening the social distancing policy, will be subject to a fine of between VND10 million (US$424.61) and 20 million (US$849.23).

7. Those who contravene the decision to suspend businesses and services leading to public gatherings will face a fine of between VND10 million (US$424.61) and 20 million (US$849.23).

8. Those who flee quarantine places and fail to comply with the isolation regulations will be fined VND10 million (US$424.61) or handled in accordance with Article 240 of the Penal Code if causing Covid-19 infection to others.

9. Those who flee quarantine places and fail to comply with the quarantine regulations that causes losses of VND100 million US$4,246.13) or more in expenses for Covid-19 prevention and control will be handled in accordance with Article 295 of the Penal Code.

10. Those who post fabricated information or misrepresent information on the Covid-19 epidemic situation will face a penalty of VND15 million (US$636.92) or handled in accordance with Article 288 of the Penal Code.

11. Those who obstruct the enforcement of regulations on prevention and control of the Covid-19 epidemic will be handled in accordance with Article 330 of the Penal Code.

12. Owners of business establishments such as bars, dancing halls, karaoke parlors, massage services, beauty salons, among others, who violate the regulation on business restriction to prevent and control Covid-19, causing losses of VND100 million (US$4,246) or more in expenses for epidemic prevention and control, will be handled in accordance with Article 295 of the Penal Code.

13. Those who take advantage of shortages, making products in short supply during the Covid-19 pandemic, or hoarding goods subject to price stabilization schemes for unfair gains will be held liable for speculative offenses in accordance with Article 196 of the Penal Code.

Former Barcelona president Josep Maria Bartomeu was arrested on Monday as part of a police investigation into last year’s ‘Barcagate’ scandal, a source with knowledge of the case told AFP .

Bartomeu, who resigned as president in October, was among four arrests made just six days ahead of the club’s new presidential elections on Sunday.

Barcelona’s current chief executive Oscar Grau, head of legal services Roma Gomez Ponti and Bartomeu’s advisor Jaume Masferrer were also arrested by Catalan police, who searched the club’s offices on Monday morning.

Grau and Gomez Ponti were released late on Monday but Bartomeu and Masferrer would spend the night at a cell at a Barcelona police station before appearing before a judge on Tuesday, Spanish media reported.

Catalan police, the Mossos d’Esquadra, said in a statement the arrests were made as part of “an investigation into alleged crimes related to property and the socio-economic order” that has “been going on for almost a year”.

Barcelona released a statement confirming the operation is linked to last year’s ‘Barcagate’ controversy, when the club was accused of covering up payments made to a company called I3 Ventures, hired to boost the image of then-president Bartomeu on social media.

Part of the social media campaign included criticising current and former players, like Lionel Messi, Pep Guardiola and Xavi Hernandez.

Messi described the controversy as “strange” in an interview with Catalan newspaper Mundo Deportivo.

“FC Barcelona have offered up their full collaboration to the legal and police authorities to help make clear facts which are subject to investigation,” the club said in its statement.

“The information and documentation requested by the judicial police force relate strictly to the facts relative to this case.”

Spanish radio station Cadena Ser claimed Barca paid I3 Ventures an inflated fee and put payments through in smaller, separate amounts to avoid the club’s financial controls.

Emili Rousaud, who resigned as Barcelona vice-president in March last year, said in an interview with RAC1 at the time: “If the auditors tell us the cost of these services is 100,000 euros and we have paid one million, it means someone has had their hand in the till.”

The club took legal action against him.

Rousaud was among six Barca executives to leave their posts, with a joint letter citing the scandal as a key issue needing to be resolved.

‘Plugging gaps’

Bartomeu maintained the company had been hired only to monitor posts on social media and announced an internal audit by PricewaterhouseCoopers, which cleared the club of financial corruption in July.

“Let one thing be clear,” Bartomeu said.

“To the question: Have we commissioned the monitoring of social networks? The answer is yes.

“To the question: Have we commissioned to discredit people or institutions through social networks? The answer is no and we will take action against all those who accuse us of that.”

Yet Bartomeu resigned in October, avoiding a vote of no confidence triggered after more than 20,000 club members signed a petition against him.

His departure came in the same month Barcelona announced losses of 97 million euros ($114 million) for last season and debts that had more than doubled to 488 million euros.

As well as a series of political blunders, Bartomeu had also overseen a dramatic decline in performances on the pitch and a personal falling-out with Messi, who tried to leave for free last summer.

Messi accused the club of “always juggling everything and plugging gaps” under Bartomeu’s leadership.

Bartomeu’s successor is due to be elected on Sunday, when club members will choose between the final three candidates, Joan Laporta, Toni Freixa and Victor Font.

“In light of events that took place today, we express our respect for the police and the judiciary, and we defend the presumption of innocence. And we deeply regret that these events diminish the reputation of the club,” said Laporta.

“Too many people want to hurt Barca,” wrote Freixa on Twitter.

“We will not allow it.”

Vietnam strives to stamp down Covid-19 in highly infectious Danang hospital

As a large number of new Covid-19 infections are linked to Danang Hospital that is under lockdown, Acting Health Minister Nguyen Thanh Long on August 1 urged that evacuation of must be done soon to prevent it from being a worse coronavirus hot spot.

It means that a number of health workers, patients, and caregivers will be quickly evacuated from the hospital to minimize transmission and save the medical force in case the battle against the pandemic lasts longer than expected.

Long said medical staff will stay at hotels and travel between their hospital and hotels by cars provided by authorities like the measure taken at Bach Mai Hospital in Hanoi a few months ago. He added that the Ministry of Health will support Danang in this issue.

In March, Vietnam’s largest hospital Bach Mai was put under lockdown after dozens of local were infections detected and traced back there.

Some high-risk wards need to stop receiving patients, Long made the request at a teleconference with the health task force for Danang following a surge in the community infections.

Since the first locally-infected case was confirmed in Danang on July 25, the majority of new infections are linked to three hospitals in this beach city, especially Danang Hospital.

Long also asked the the task force which includes dozens of leading health professionals to keep patients under hemodialysis treatment separate from Covid-19 sufferers to prevent casualties among those with kidney failure.

Danang Hospital, with 6,000 people including health workers, patietns, and patients’ relataives, has been relieved. So far, around 4,000 people have been relocated since the site was put under isolation on July 26.

A hospital representative said only people who tested negative for SARS-CoV-2 would be relocated to other places and must undergo 14-day quarantine, VnExpress reported.

All treatment activities at the hospital are going on with strict safety rules in place.

Earlier, Danang’s mayor Huynh Duc Tho warned of transmission among health workers. So far, up to eight health workers in Danang have been infected with the coronavirus.
