Secretary General of the International Telecommunication Union (ITU) Houlin Zhao praised the proposals and initiatives of Vietnam and hoped that it would share its experiences with other ITU member countries. The ITU is a specialized organization of the United Nations established on July 15, 1947. The ITU has 193 member countries, and more than 700 associate members that are businesses, research institutions operating in the fields of telecommunications and information technology, and regional and international organizations. This result is part of Clarivate-conducted assessment report on 276 universities, government research agencies and technology corporations that lead innovation globally in 2021. According to the company’s report, of 27 accredited representatives in South Asia and Southeast Asia, Viettel is the only Vietnamese enterprise. This year, Hanoi University of Science and Technology is also in the list of higher education institutions, while the Vietnam Academy of Science and Technology is named in the category of government research organizations. According to the list of the United States Patent and Trademark Office (USPTO), Viettel is the industrial high-tech enterprise of Vietnam with the most patents protected. The Ministry of Information and Communications (MIC) has kicked of a program called “Bug Bounty” to find security holes in all national digital conversion platforms. This is an expanded program from the campaign “Detecting security holes on technology platforms for epidemic prevention and control”, which was launched on October 4. With the vision of turning Vietnam into a digital country, and a country of stable development and prosperity by 2030, the National Digital Transformation Program approved by the government in June 2020 emphasizes that cybersecurity is the key and an integral component to successful and sustainable digital transformation. Based on this awareness, the Bug Bounty program was initiated to detect security holes, better protecting national digital transformation platforms. The project was announced during U.S. Vice President Kamala Harris’s visit to Vietnam in August and launched today. Rice husk is a coating on rice grains that protects the seed during the growing season and this agricultural by-product is one of the largest biomass resources in Vietnam. In 2019, the country harvested 43.8 million tonnes of rice, which generated approximately 8.8 tonnes of rice husks. According to the Ministry of Agriculture and Rural Development’s plan, the husks will increase to 9.21 tonnes by 2025. In the past, deemed as a kind of waste, rice husks were dumped into rivers or burned in fields, wasting a remarkable source of energy while badly affecting the environment. The value of rice husks is being recognised nowadays. In some areas, people have increased the life cycle of rice husks by using them in livestock or as fuel, but these methods have only been applied on a small scale and have not significantly enhanced the added value of rice husks. Noting that Vietnam is undertaking measures to balance pandemic control and economic development efforts, Shimizu Akira said that in the coming time, JICA will continue to assist Vietnam in the work via improving the capacity of central hospitals and providing equipment to hospitals at local levels, thus helping the country strengthen its medical system. JICA has also assisted Ho Chi Minh City in building testing facilities with an aim to increasing the city’s capacity in testing and preventing communicable diseases, while offering technical and training support to local hospitals, he said.
