Health Minister directs to control Covid-19 quickly

After listening to reports of local administrations, Health Minister Long said that the two outbreaks in districts Van Don and Dong Trieu in Quang Ninh Province are basically under control thanks to fast handling and tracking. He highly appraised the provincial efforts to reduce the development of Covid-19 as well as hailed all forces which have been working around the clock to prevent the spread of the pandemic.
Mr. Long proposed Quang Ninh provincial administration to maintain zoning and tracking measures as well as take samples for testing to minimize the development of Covid-19. Additionally, he said, the provincial authority can adopt loose lockdown in the residential quarter where patient 1,553 after all close contacts F1 have been found and isolated.
The Ministry’s mission team gave 55 ventilators, one RT-PCR testing machine, one mobile scan machine, 5,000 personal protective equipment and 2,000 test biological products for testing to support the province’s battle against Covid-19.
Quang Ninh Province People’s Committee Vice Chairwoman Nguyen Thi Hanh said at the meeting with mission team from the ministry that from January 27 when the first case of Covid-19 community transmission patient 1,553 – an employee of Van Don Airport – was confirmed, the province has recorded 47 positive cases and tracked 104,233 close contacts including 3,454 contact F1 and the remaining people are F2, F3 and F4. The local health sector has carried out 53,869 tests so far.
In related news of Covid-19, leading experts provided telemedicine nationwide for treatment consultation as per requirements of medical facilities. At the remote diagnosing and teleconsulting, Professor Nguyen Gia Binh, leader of the team, said that there has been fewer critical Covid-19 patients in this new wave of local infections yet people shouldn’t have relaxed behavior.
Statistically, 116 patients are being treated in the makeshift hospital established in University of Medical Technique Hai Duong and two of them are in critical condition and two of others are suffering fever. In the makeshift infirmary in medical center in Chi Linh City of the Norther Province of Hai Duong, 30 patients are suffering lung damage and breathing problems. Noticeably, 79-year-old patient 1,536 returning to Vietnam from the US has been treated for 25 days but she is still in critical condition as she has underlying conditions including hypertension.
Reporting Covid-19 development in the Northern Province of Dien Bien, Professor Dao Xuan Co – Deputy Director of Hanoi-based Bach Mai Hospital said that a 300-bed makeshift hospital located in the local medical center was set up within 16 hours. Scores of medical equipment including extracorporeal membrane oxygenation (ECMO) and ventilators were transported from Bach Mai hospital to Dien Bien Province.
Moreover, over 30 experts and medical workers from Bach Mai Hospital, the National Institute of Hygiene and Epidemiology, the Ministry’s Examination and Treatment Department and the Department of Preventive Medicine arrived in Dien Bien Province to assist the local health sector in the fight against Covid-19.
Vietnam’s Covid-19 tally increased to 2,005 after four additional employees of Tan Son Nhat was tested positive for the deadly virus. The northern province of Hai Duong reported 19 more community-transmitted cases of Covid-19 while the Central Highlands Province of Gia Lai recorded one the same day, according to the National Steering Board for Covid-19 Prevention and Control.

Four new COVID-19 cases in Hanoi, three in Quang Ninh

The Hanoi Centre for Disease Control this morning announced four new COVID-19 cases, including one woman who came into contact with a confirmed case nearly two weeks ago but withheld the information from contact tracers.

The 28-year-old woman, whose name was given as N.T.K.A, residing at the Garden Hill apartment building, No.99 Tran Binh Street, Nam Tu Liem District, reportedly came into contact with Patient No. 1,722 (connected to the outbreak at a military-run factory in Hanoi, confirmed positive on January 30) on January 26 at the gate of the building.

On the afternoon of February 6, she called Hanoi CDC for advice as she developed symptoms including fever, coughing and sore throat. She then got tested for COVID-19 and the results returned positive late on Sunday.

From January 26 to February 6, she failed to contact health authorities despite widespread public announcements seeking close contacts of the confirmed patient, Chairman of Nam Tu Liem District People’s Committee Nguyen Huy Cuong said, adding that she feared having to spend the Tet (Lunar New Year) holiday in quarantine.

The 12-day period she remained in the community posed risks of local spread and health authorities are investigating her travel history and contacts. Eight direct close contacts have been identified so far.

Her 10-month-old daughter N.B.B and her 40-year-old female helper H.T.N – who both live in the same apartment – have also tested positive for the virus.

All three have been taken to centralised quarantine at the National Hospital for Tropical Disease and are being treated here.

Four people at a hairdresser shop on the first floor of the building where she visited have been identified, but two other close contacts might have left Hà Nội, a Nam Tu Liem health official said.

The apartment building with 1,200 residents has been locked down and disinfected. Testing for all residents is ongoing.

The other case is a man named T.C.D., a health official from the National Institute of Malariology, Parasitology and Entomology, residing in Vĩnh Phúc Ward, Ba Đình District.

He went to the Central Highlands province of Gia Lai, which has recorded 19 infections since January 27, on a business trip during January 28-29 and returned to Hanoi on Vietnam Airlines flight VN1612 on January 29, departing from Pleiku City.

On January 30, he checked himself into National Hospital for Tropical Diseases to be quarantined.

His first two COVID-19 tests on January 30 and February 4 returned negative, but on February 6, he developed a mild fever and the test then returned positive for coronavirus.

To date, five people from the National Institute of Malariology, Parasitology and Entomology on the same business trip to Gia Lai have tested positive for the virus.

Gia Lai is conducting COVID-19 tests on all the staff at the Pleiku airport.

Hanoi CDC said the case of D. has no risks of spreading to the community.

The lastest four cases, which have not yet been officially logged in the health ministry’s records, put the total community cases of coronavirus infections in the capital city at 27 since January 27.

Quang Ninh records three additional COVID-19 cases

All of the patients are F1 cases who came in close contact with infected individuals in the provinces of Hai Duong and Quang Ninh.

As of the morning of February 8, Quang Ninh has successfully traced over 100,000 F1, F2, F3, and F4 cases, whilst taking samples from 45,000 people. Of these, 50 positive cases have been detected, mainly around the town of Duong Trieu.

As a means of controlling the spread of the epidemic, Quang Ninh province’s People’s Committee has asked relevant agencies to suspend all public transportation, including road and inland waterways, with exceptions for special cases. In line with these measures, people who want to leave the province must be given permission from competent authorities, fill in medical declarations, and test negative for SARS-CoV-2.

Those who wish to return to Quang Ninh province must be examined by local medical staff for health status upon entry.

Elsewhere, roughly 1,900 residents living in the alleys of Nguyen Trai and Nguyen Cu Trinh in District 1 of Ho Chi Ming City were swiftly placed into lockdown at midnight on February 7. This follows one local resident testing positive for COVID-19.

Following this, three F1 cases were detected, all of whom are relatives of an infected person. Despite this, local authorities believe that due to the narrow conditions in the area both alleys must be put into lockdown to reduce the risk of infection. In addition, the entire area has been sprayed with disinfectant.

Elsewhere, five staff members of Tan Son Nhat Airport in the southern city were confirmed to have contracted the SARS-CoV-2 virus after mass testing was carried out. The five new cases are in the same group as an infected patient and they are all currently being isolated and are undergoing treatment at Cu Chi Field Hospital.

At present, F1 and F2 cases are still being traced by the Ho Chi Minh City Center for Disease Control.

The Hanoitimes – Vietnam’s three central provinces with the highest loss of lives are Quang Tri with 48 deaths, Thua Thien-Hue with 27 and Quang Nam with 11.

Heavy floods in central Vietnam have left 102 people dead and 26 missing as of October 19 night, Kinh Te & Do Thi reported, citing the Central Steering Committee for Natural Disaster Prevention and Control.

The committee said that the three provinces with the highest loss of lives are Quang Tri with 48 deaths, Thua Thien-Hue with 27 and Quang Nam with 11.

As of 4:00pm of October 19, 166,780 houses had been submerged under water in Ha Tinh, Quang Binh and Quang Tri provinces, other 28,900 households with 90,900 residents had been relocated.

Speaking at the meeting, Minister of Agriculture and Rural Development Nguyen Xuan Cuong said that flooding is caused by unprecedented heavy rains which hit the central region in the past two weeks.

Inundation took place on a large scale, peaking on October 12 and 18, with 260,322 inundated houses in six provinces from Quang Binh to Quang Nam, Minister Cuong said, adding that it is necessary to focus on ensuring the safety of the reservoirs and evacuating the flooded and dangerous areas.

Mai Van Minh, director of Quang Binh province’s Department of Agriculture and Rural Development, said flood is subsiding quite slowly on October 19 afternoon.

At 4:00pm yesterday, water levels in the Kien Giang river in Le Thuy district exceeded the flood danger critical level No.3 (2.7 meters) by 2.18 m, 0.97m higher than the historic flooding peak in 1979.

National Highway 1A running through Quang Binh province and one part linking to the Ho Chi Minh Highway are totally submerged.

Heavy rain expected to last until October 21

According to the National Center for Meteorological and Hydrological Forecasting, the heavy downpours are likely to continue until October 21.

The center said that Ha Tinh and Quang Binh provinces are expected to experience heavy and even torrential rainfall, and some areas might suffer precipitation from 350-500mm, some places over 500mm. In Nghe An, the precipitation might reach 100-200 mm.

Quang Tri and Thua Thien Hue provinces will also suffer torrential rain until October 21, with precipitation likely to reach 150-250 mm.

In the next hours, water level on the Ngan Sau river in Ha Tinh province, rivers in Quang Binh continue to rise, while in rivers from Quang Tri to Quang Nam, water is gradually subsiding.

The center stressed that heavy rain will be prolonged and expanding to northern provinces. Besides, as a tropical depression has been formed near the East Sea, heavy rain will likely continue to affect the central region this weekend.

PM decides to support each flood-hit province US$4.31 million and 1,000 tons of rice

Prime Minister Nguyen Xuan Phuc on October 19 decided to give each flood-hit province VND100 billion (US$4.31 million) and 1,000 tons of rice.

Speaking at a cabinet meeting, PM Phuc urged competent forces to make greater efforts in rescue operations while ensuring safety, as the central region has been ravaged by historic floods.

He asked the natural resources and environment sector, particularly the hydro-meteorology agency, to better the forecasting work in order to put forth flexible response scenarios.

The PM called for the involvement of the entire political system, especially young people, women, relevant forces, donors and residents who are not affected by the natural disasters to join hands in these efforts.

The government leader also ordered securing the safety of dams and reservoirs, saying suitable response plans and necessary equipment should be ready to save people and handle emerging issues.
