Emily Hamblin, UK consul general in Ho Chi Minh City and trade director for Vietnam, said that May 1 is the next milestone to celebrate in the United Kingdom and Vietnam’s timeline of implementing the free trade deal (UVFTA), when the agreement will legally enter into force.

However, the benefits of it have already been in place for several months, being provisionally applied from January 1. Some 65 per cent of all tariffs have already been eliminated and this will increase to 99 per cent over the next six years. This equates to tariff savings of $134.65 million per year on Vietnamese exports to the UK by full implementation, and of $42.52 million per year on UK exports to Vietnam.

Among them, there are huge cooperation opportunities in the field of healthcare. Hamblin said that in an age of growing challenges from non-communicable diseases, and emerging threats from infectious diseases such as COVID-19, digital health has the potential to offer new solutions and alleviate pressure on overstretched health systems. Digital health technology can empower patients to actively participate in their care, improve clinical outcomes, and enhance operational efficiency.

Innovation and technology have touched many aspects of life in Vietnam and healthcare is no exception. In a concerted effort to embrace Industry 4.0, the Vietnamese government has committed to a national agenda that seeks to harness the potential of digital solutions across the healthcare system. This has set a solid foundation for digital transformation in Vietnam, and the UK shares many of the same aspirations.

“We seek to utilise digital innovation to expand equitable access to quality care, in line with United Nations Sustainable Development Goal 3 on good health and wellbeing. At the early stage of digital transformation, Vietnam has plenty of opportunities to avail of innovative solutions from the UK,” Hamblin stressed.

Meanwhile, Nitin Kapoor, chairman and general director of AstraZeneca Vietnam, said, “As AstraZeneca continually strives to put patients first, we appreciate the UVFTA that is helping to ensure continued access to our innovative and high-quality medicines for millions of Vietnamese patients.

British pharmaceuticals like AstraZeneca can enjoy the increased protection and enforcement of intellectual property rights, internationalised standards and technical regulations, and enhanced transparency of policies on government procurement and reimbursement, which in turn will allow us to better serve local patients.”

Kapoor stressed that the UVFTA entering into force is especially meaningful when the UK and Vietnam are looking forward to another decade of bilateral strategic partnership, cooperating ever more closely in numerous areas, including healthcare, to strengthen the livelihoods and economic prosperity of the people.

Indeed, a number of UK healthcare investors have started to set up their presence in Vietnam. Last year London-based Real Capital London launched a $156 million Hong Anh Medical Campus project in Ho Chi Minh City. The facility will be a state-of-the-art healthcare system incorporating a 462-bed hospital, a medical training centre, a network of general practice clinics and pharmacies, and senior residencies and nursing homes, adding much needed facilities and services to Vietnam’s healthcare system.

The project is divided into four stages, with the final phase expected to be completed by 2030. The fund’s vision is to build a state-of-the-art medical campus under British standards, offering the highest standards of healthcare in Vietnam

As of present, British investors have poured $3.87 billion across over 400 projects in Vietnam and is the 15th-largest foreign investor in the country. Established British actors already here include financial services companies like HSBC, Standard Chartered Bank, and Prudential; Jardines in real estate; and healthcare companies such as AstraZeneca, GSK, and Reckitt.

In the past decade, Vietnam and the UK already enjoyed a strong growth cycle – with bilateral trade growing on average 12 per cent per year. The UVFTA is built upon that strong basis and is opening the doors to increase capital flow between the two nations, according to Hamblin.

She stressed that the UVFTA provides better market access for services, as Vietnam has committed to opening up markets beyond that set out within the World Trade Organization’s baseline, which delivers greater market access for UK service providers. These and other measures set out in the FTA represent real benefits for both businesses and consumers.

In the same vein, Kenneth Atkinson, executive chairman of Grant Thornton Vietnam and a board member of Britcham Vietnam, said that the UVFTA is one of the first signed and entered into by the UK, after leaving the European Union last year. The agreement reflects the importance both the UK and Vietnamese government place on the strategic partnership and the growing importance of the bilateral relationship.

Atkinson expected that a reduction in regulatory barriers and red tape will attract UK investors to Vietnam, particularly in the healthcare space.

Leftovers: In Vietnam’s Hue, yesterday’s rice is today’s hot menu item

Nowhere else in Vietnam serves up leftovers like Hue – the country’s ancient capital – where yesterday’s rice is the hottest item on the menu.

In Hue’s city center, where tourists abound, bun bo Hue – a beef and vermicelli soup famous in the ancient capital – may be the most popular dish at local street stalls.

But walk just a few minutes from the city’s famous and attractions and visitors will find themselves immersed in a culinary world centered around a rather peculiar ingredient: leftover rice, known in Vietnamese as com nguoi .

For day laborers, the leftover rice served with bun bo Hue is integral, giving them the extra energy they need to work from dawn till noon.

Arguably, Hue is a city which runs on yesterday’s rice.

An unknown version of bun bo Hue

Hue’s Gia Hoi Islet is a hotbed of bun bo stalls, with the area surrounding Bach Dang, Chi Lang, To Hien Thanh, Nguyen Du, and Chua Ong Streets doubling as the epicenter of the city’s traditional cooking styles.

The close observer will notice that most of the bun bo stalls there have a lunchbox sitting near the service area.

Inside the lunchbox is the stall owner’s leftover rice, an ingredient that many locals agree is necessary in order to enjoy bun bo in true Hue fashion.

Cultural researcher Tran Dinh Son said serving leftover rice with bun bo dates back to the 1950s and 1960s when vendors, after running out of fresh vermicelli, would wander around the city selling their leftover ingredients – chopped pig’s feet, cooked beef, pig blood curd, and meatballs – to those who would have them with leftover rice.

Strange servings

Com va or ‘slurping rice’ is another traditional dish in Hue which has not yet made it on tourists’ radar screen.

This dish consists of large strings of vermicelli, julienned pork ham, banana flowers, herbs, and a spoonful of chicken broth.

Long ago, the people of Hue enjoyed leftover rice in a variety of ways, including by munching on it with shrimp paste and fresh chili, or topping it with fat, shrimp sauce, and hot pepper flakes.

Hue’s famous mam tom chua or sour fermented shrimp paste is made using cooked glutinous rice which adds a sweet taste and thickens the dish.

According to many mam tom chua enthusiasts, the dish must be prepared with leftover rice rather than glutinous rice in order to embody the true Hue spirit.

Worker’s food for royalty

It would not be right to talk about leftover rice without mentioning com hen or baby mussel rice.

Hoang Tung De – a cousin of Vietnam’s last emperor Bao Dai – loved eating at street stalls outside of the citadel despite knowing it might ruin his royal status, according to cultural researcher Son.

When Bao Dai was asked about it, the emperor said he “would like to do the same thing but could not.”

There is no official record of whether com hen was served to royals, yet many former servants said the emperor often asked to have vendors cook the dish at the palace.

Leftover rice accounts for much of the food in com hen so it would have been carried along with the vendors in order to serve the royalty.

Later, when Emperor Bao Dai built his palace in Central Highlands city of Da Lat, to cook his favorite dish of com hen , servants released baby mussel breeds in several springs nearby.

Hanoi public hospital’s executives arrested for price gouging of medical equipment

The Ministry of Public Security on Friday arrested and started legal proceedings against Nguyen Quoc Anh, former director of Bach Mai Hospital in Hanoi, and two of his subordinates at the infirmary for “abuse of position and authority” in the alleged price gouging of medical equipment.

The two subordinates are Nguyen Ngoc Hien, former vice director of Bach Mai Hospital, and Trinh Thi Thuan, former chief accountant at the infirmary.

Officers also inspected Anh and Hien’s residence on Friday evening.

While the two men were in office, Bach Mai Hospital purchased a robotic system from BMS Medical Technology Joint Stock Company.

The arrested inflated the purchase price of the system to VND39 billion (US$1.7 million) from its market price of VND7.4 billion ($319,000).

Consequently, patients had to pay VND23 million ($990) per instance of the machine’s use while the rate should have been VND4 million ($172) only.

It is estimated that the arrested appropriated VND10 billion ($430,800) from patients via more than 500 cases of the system’s use from 2017 to 2019.

Previously, the Ministry of Public Security also arrested and began legal proceedings against Pham Duc Tuan, chairman and director of BMS, Ngo Thi Thu Huyen, BMS deputy director, and Tran Le Hoang, an appraiser of VFS JSC — which had been hired by Bach Mai Hospital to appraise the robotic system, for their involvement in the case with the charge of “fraud and appropriation of property.”

Hoang is now under home arrest.

NA Chairman examines election preparations in Quang Ninh

Talking to local voters, Hue, who is also Chairman of the National Election Council (NEC), highlighted the important role of them in selecting NA deputies and People’s Councils members and asked them to make wise choices.

He and a delegation of the NA Standing Committee and the NEC also held an online working session with election committees at provincial and district levels.

As heard at the event, Quang Ninh will hold the third political consultative conference at provincial level on April 16, and those at district and commune levels before April 18.

To date, the lists of constituents have been publicly posted in 177 communes, wards and towns as well as in 1,438 constituencies for voters to check.

After hearing reports at the function, the NA Chairman commended Quang Ninh’s preparations of the elections. He underscored that the elections must be held in line with regulations and bring into full play the people’s right to mastery, with publicity, transparency, and absolute safety ensured in all circumstances for people to exercise their citizens’ rights.

He suggested Quang Ninh continue to review and update the lists of constituents in accordance with the law to ensure citizens’ rights according to the Constitution.

Hue expressed his belief that the province will successfully host the elections.

COVID-19: Two foreign citizens among 16 confirmed infections

The two foreign patients, an Indian expert, 38, and a US expert, 58, boarded different planes from their home countries to Vietnam on April 11 and March 28 respectively.

They tested positive during their stay in quarantine facilities, and were subsequently transferred to health centres for medical surveillance and treatment, said the MoH.

The other 14 patients are Vietnamese citizens returning from Russia, Japan and the US on different dates in April.

All the patients were placed in quarantine upon their arrival, thereby posing no risk to the community, said the MoH.

As of 18.00hrs April 14 Vietnam has recorded a total of 2,733 coronavirus patients of whom 2,445 have been discharged from hospital after making a full recovery from the disease.

Currently, nearly 39,000 people who had contact with COVID-19 patients or returned from epidemic hit countries are kept in quarantine facilities for medical surveillance.

The number of deaths caused by COVID-19 and related illnesses remains at 35.

Emirates reaffirms care for its customers with latest policy updates

Emirates has announced the latest updates to its booking policies, offering customers even more confidence and flexibility to make their travel plans.

Customers holding tickets issued before September 30, 2020 for travel before December 31, 2021, can now rebook to travel anytime within 36 months, an extension of 12 months from the previous policy.

Those holding tickets issued after October 1, 2020 for travel before December 31, 2021, can utilise their tickets anytime within 36 months from the date of their original booking.

Fees for reissuing any ticket will be waived, and vouchers or unused portions of Emirates tickets may be refunded without penalty.

Customers who hold tickets issued directly by Emirates, whether via emirates.com or the airline’s retail and contact centres, do not have to contact Emirates as the tickets are automatically extended. Customers who purchased their tickets via a travel agent will need to contact their agent before the expiry date to reissue their tickets.

Emirates was the first airline to provide global multi-risk travel insurance cover for all passengers, and the airline is now extending this facility beyond March 31, 2021 until further notice, offering added value and peace of mind for its customers.

For its loyal frequent flyers, Emirates Skywards is extending the Tier Status of its Silver, Gold and Platinum members until 2022. The validity of any Skywards Miles due to expire since April 2020 has been further extended until August 31, 2021, providing Skywards members with more opportunities to utilise them for an extensive range of flight and partner rewards as well as other privileges.
