E-stamp labeling on tobacco and alcohol products to be mandatory from next year

The Ministry of Finance has recently issued Circular 23/2021/TT-BTC on printing, issuance, management, and usage of e-stamps labeling on tobacco and alcohol products.

Accordingly, e-stamp means having signs recognizable to the naked eye and containing e-information and e-data activatable and searchable on e-portals of the General Department of Taxation and General Department of Customs.

Especially, tobacco and alcohol products must be labeled with e-stamps from July 1, 2022.

Each home-made or imported cigarette pack or liquor bottle must be affixed with an e-stamp.

For cigarette packs and liquor bottles covered with cellophane films, e-stamps would be affixed to products before the outer cellophane layers are sealed. E-stamps would be affixed in such a way that once the cigarette packs or liquor bottles are opened, they would be torn and could not be reused.

Cigarette and liquor producers and importers would be allowed to conduct the e-stamping of their products by themselves but be held responsible therefor.

According to Decree 67/2013/ND-CP, dated June 27, 2013 detailing some articles and implementation measures of the Law on Prevention of Tobacco Harm on tobacco business, all cigarette packs must have one stamp so that when it is opened, the stamp is torn. Similar rules are issued for alcohol products in the Decree 105 issued in 2017. Customers can easily search for product information such as the tax code, name of manufacturer, importer, date of import, type of product on the websites of the General Department of Customs.

For imported tobacco products, firms must stamp the products at their factories before releasing the products to the market. Importers of alcohol products must take responsibility for the stamping process and released products.

Vietnam’s beverage industry is strengthened rapidly, accompanied by a boost in economic growth, advantageous demographics, rising tourism and higher income middle-class. With the growth rate of 6% annually, the sector is one the driving industry of Vietnam’s economy, has the highest production value and the 2nd highest total revenue.

Vietnam is also one of the highest beverage consuming market. Compared to 2010, Vietnam’s alcohol consumption increased by nearly 95%, ranks first in the world, and doubles the second-ranking country- India, and 16 times more than the United States.

Vietnam is one of the most significant tobacco markets in the region, and has shown consistent growth in sales in recent history. Domestic production has been growing, but more stringent restrictions and anti-tobacco sentiment will inhibit the market in the future.

Statistics showed that 22.5% of Vietnamese adults (age 15+) currently smoke tobacco products (men 45.3%; women 1.1%). Overall consumption estimated to be 107 billion pieces in 2019.

Ha Noi targets to 150-180 key industrial products by 2025

The capital city is striving to have 150 to 180 products recognised as key industrial ones in the next four years, following a plan on developing key industrial items in the 2021-25 period.

Under the plan issued recently by Ha Noi People’s Committee, the city aims to lure the participation of 25-30 local manufacturers of key industrial products while recognising up to 30 key industrial goods in 2021.

Some 200 enterprises are expected to participate to manufacturing key industrial products by 2025. They are hoped to contribute 40-50 per cent of the city’s industrial production value and 20-25 per cent of its total export and import revenues.

These firms will enjoy incentives from the city each year, according to deputy director of the municipal Department of Industry and Trade Dam Tien Thang.

The city plans to organise trade fairs to display, introduce local products and invite international producers, importers and distributors to the fairs. So, key industrial products could be introduced and accessed in the global market, Thang said, adding that it continues giving priority to improving the business environment by reducing time for administrative procedures in construction, customs, taxation and investment.

The city will also speed up the establishment and completion of high-tech zones, industrial parks or industrial clutters, expected to help develop modern, competitive and environmentally-friendly industries.

The city will continue to develop and improve mechanisms and support policies designed for enterprises with key industrial products so they could become an important driver for the economic development of the capital.

Meanwhile, links among localities in the capital region are also expected to increase, Thang said.

He added dialogues with enterprises to find their difficulties and offer support will be also included in the near future.

The recognition of key industrial products has contributed to increasing the firms’ brand value, creating favourable conditions for them to ensure their business performance and then develop sustainably, Thang said.

Recently, the city honoured 26 products as its key industrial products in 2020, according to the department.

These products from 19 eligible enterprises operating in the city included high tech ones such as hardboard products, flexible circuit board products and household products such as high-quality sanitary ware, faucets and washbasins, steel pots, non-stick pans, rice cookers, printers, paints and bamboo baskets.

The department said firms which have made efforts in scientific and technological applications, applied international standards in quality management and increased the degree of automation in production and management were chosen for the list.

So far, the city has recognised 117 products of 77 local businesses. The turnover of 77 enterprises with recognised products was estimated at nearly VND200 trillion (US$8.69 billion) and their export turnover was estimated at more than $1 billion in 2020. — VNS

Hanoi currently has 121 key industrial products that helped generate revenue of VND100 trillion (US$4.3 billion) for local firms during the 2018 – 2020 period.

After three years of implementing the strategy to boost the development of Hanoi’s industrial sector for greater integration into the global economy, 121 products have been qualified as the city’s key industrial products so far that resulted in US$1 billion in export turnover during the period.

Such a number of products was equivalent to 150% of the original target, and they have generated revenue of VND100 trillion (US$4.3 billion) for local industrial firms.

In this year, an addition of 35 products are set to qualified as Hanoi’s key industrial products.

On January 26, 2018, Hanoi People’s Committee approved the strategy to support the manufacturing of the city’s key industrial products until 2020, with a vision to 2025, aiming to promote investment, trade; improve the business environment and enhance competitiveness of local enterprises.

The majority of enterprises whose products classified as Hanoi’s key industrial items are of large size, high competitiveness and capable of integrating into global supply chains.

Moreover, all are operating in priority industrial sectors such as production of new materials, IT, molding and precision engineering, among others, which are expected to have high spillover effects and contribute significantly to Hanoi’s economic development.

Companies that have products named as Hanoi’s key industrial products would receive support from local authorities in joining trade and investment promotion activities; improving corporate governance and human resources; among others.

The strategy again emphasizes Hanoi’s efforts in accompanying local enterprises in their efforts of development.

Vietnam’s first int’l tourism office opened in UK

The office aims to introduce and update new Vietnamese tourism products to travel businesses in the UK.

Vietnam’s first international tourism office named “The Visit Vietnam” was officially opened in London, the UK, on February 18, the Government Portal reported.

Speaking at the launching ceremony, Deputy Minister of Culture, Sports and Tourism Le Quang Tung said that the UK is one of Vietnam’s strategic partners and its second largest travel market in Europe. Therefore, Vietnam’s international tourism office in the UK will help British people know more about the country.

The Visit Vietnam will cooperate with British partners to promote tourism cooperation between the two countries and boost bilateral ties in the coming time, Tung added.

According to Tran Trong Kien, chairman of the Vietnam Tourism Advisory Board (TAB), The Visit Vietnam in the UK is responsible for coordinating with the UK’s PC Agency to promote destinations of Vietnam.

Besides, the office aims to introduce and update new Vietnamese tourism products to travel businesses in the UK in order to boost the number of British tourists as well as those from key European countries to Vietnam in the time ahead, Kien said.

Director of Asia Pacific Directorate of the Foreign and Commonwealth Office of the UK Kate White appreciated opening of the office.

Vietnam News Agency reported that Kate White praised the natural beauty and culture of Vietnam. She also believed that the F1 race to be held in Hanoi once again proves that Vietnam is an attractive destination for international visitors.

Vietnam is considered the fastest growing tourism market in the world by many international travel organizations such as the United Nations World Tourism Organization, the Asia-Pacific Tourism Association, among many other prestigious bodies in the field.

The country has received many awards such as the leading travel destination in Asia for two consecutive years, the world’s leading golf destination, the top cultural tourism destination in Asia, among others.

According to the Vietnam National Administration of Tourism, Vietnam’s tourism welcomed nearly 18 million international arrivals in 2019, up 16% compared to 2018, including 237,355 British visitors, up 105% year-on-year.

HCM City seeks to meet 65 per cent of supporting industry products demand by 2025

HCM City has set itself a target of meeting 65 per cent of its demand for supporting industry products by 2025 by honouring and supporting business that invest in supporting industries.

Supporting industries are the backbone of its industry, playing a key role in raising the competitiveness of its industrial products, and a decisive factor in the nation’s competitiveness.

The Saigon Hi-tech Park would strive to attract investment in technology and supporting industries this year, Nguyen Anh Thi, director of its management board, said.

Last year Hong Kong company TTI, Inc., a wireless industrial electrical equipment manufacturer, invested $650 million in the park and is looking for local suppliers of parts.

It plans to set up a plant and R&D centre and make Viet Nam its new manufacturing base.

As part of its efforts to attract investment, the park has organised high-tech supporting industry development programmes to help firms link up with lead firms, like business matching activities between foreign and Vietnamese enterprises, and with export processing zones and industrial parks around the country.

Earlier of this year the city’s Department of Industry and Trade honoured 92 industrial products of 2020, including 43 supporting industrial products. They included some key products such as precision moulds for the plastic and metal stamping sectors from Lap Phuc Precision Mold Company.

According to the department, the city has in recent years adopted many mechanisms and policies to back supporting industries, including programmes to link up local suppliers with foreign manufacturers.

Lap Phuc Precision Mold Company is supplying precision moulds to Colgate, Hiep Phuoc Thanh and Minh Nguyen, which have become vendors for Samsung, and Thong Nhat and Amura Precision, which make plastic components for tier 1 and 2 suppliers of automobile companies, it said.

According to foreign companies, Vietnamese firms have made great progress in the manufacturing of industrial supporting products.

Many now confidently introduce their products to foreign firms, and not just simple products like screws, moulds and plastic packaging, but also high value-added products such as motor cores, electronic chips and circuit boards.

To promote the development of supporting industries, the department is drafting an investment stimulus programme for 2021-25 for supporting industry enterprises to improve their production technologies and equipment and make more products meeting global corporations’ requirements, and entrench themselves in global supply chains.

Supporting industries are key to raising the value of the industrial production, and promoting them is vital to attracting more large foreign investors to the city, Thi added. — VNS

HCM City (VNS/VNA) – Ho Chi Minh City has set itself a target of meeting 65 percent of its demand for supporting industry products by 2025 by honouring and supporting business that invest in supporting industries.
