Communist Party of Vietnam reaches high consensus on personnel work ahead next congress

The consensus was reached at the five-day meeting starting from December 14.

Voting for members of the Politburo, the country’s most powerful body, and the Secretariat, the CPV’s executive body that oversees the party’s daily issues, has been complete at the five-day session starting on December 14.

The drafts feature many reformed contents and important points, and the Party Central Committee believe that the 13th National Party Congress will continue scrutinising thoroughly and reach high consensus on these documents, thereby creating the basis for the dissemination and effective implementation of the coming congress’s resolution to achieve the overall and specific targets for 2025 and 2030. Delegates shared the view that during the past tenure, amid rapid and unpredictable developments in the country and the world, as well as natural disasters and epidemics in many areas, the Party Central Committee, Politburo, the PCC Secretariat, and key officials have united as one, closely followed the Party’s policies and guidelines, promptly made sound and suitable decisions to address many issues related to socio-economy, national defence-security, external relations, and the building of the Party and political system. The Party Central Committee, Politburo, and PCC Secretariat have directed the fine-tuning of guidelines and institutions, especially those of the socialist-oriented market economy, as well as the effective settlement of difficulties, obstacles, and weaknesses left from previous years in the economy, thus firmly maintaining macro-economic stability, keeping inflation under control, and improving the people’s living conditions.

Speaking at the plenum, CPV’s General Secretary and State President Nguyen Phu Trong said the outcomes obtained during the 12th tenure hold extremely great importance as they serve as the basis for the coming years and create confidence for the entire Party, army, and people to weather all difficulties and challenges and make use of opportunities to herald a new stage of national development.

The country’s stature and power have been strengthened while independence, sovereignty, sovereign rights and territorial integrity, the interests of the nation and people, along with peace and stability for national development have been sustained.

Party building and rectification work, along with the political system building and the combat against corruption, wastefulness and negative phenomena have received special attention with drastic action, resulting in substantial outcomes. Many complicated issues left from many years ago have also been handled fruitfully during this tenure. The 14th session of the Party Central Committee (PCC) discussed meticulously and reached high consensus on the personnel nomination for the Politburo and the PCC Secretariat for the 13th tenure, including both candidates for re-election and new nominees. The Politburo and sub-committee in charge of the personnel affairs were assigned to complete personnel plans to submit to the PCC for consideration and decision at the upcoming 15th session. The PCC agreed with the Politburo’s proposals on the congress’s working programme, contents, working rules, and election regulations, affirming that the congress must uphold democracy and pool the brainpower of all delegates, while ensuring the Party’s discipline and the responsibility of setting good examples of 12th PCC members. The session also gave opinion on several documents, including a report on implementation of the working rules of the PCC, Politburo and Secretariat in the 12th tenure, and a report on examination, inspection and implementation of Party discipline during the 12th tenure. Besides, the PCC agreed on the disciplinary measure of expelling from the Party for Nguyen Duc Chung, member of the 12th PCC, former Vice Secretary of the Hanoi Party Committee during 2015-2020, former Secretary of the Party unit, and former Chairman of the municipal People’s Committee for 2016-2020, for his serious mistakes and violations.

Vietnam Communist Party convenes meeting on personnel issues

The plenum discusses criteria to choose suitable candidates for the next five-year term.

The Communist Party of Vietnam (CPV)’s Central Committee began on Monday the 12th plenum with a focus on cadre preparation for the next five-year term, which is slated to begin in the first quarter of 2021.

The four-day meeting will discuss the criteria for electing delegates to the next Party National Congress for the term 2021-2026.

The Central Committee is the CPV’s highest authority, currently having 176 official members and 26 alternate members.

Chairing the opening meeting, General Secretary of the CPV and State President Nguyen Phu Trong said in his remarks that the process of constituting the next committee needs “strong determination to fight individualism and interest groups,” according to VnExpress.

The next five-year Central Committee “needs to have a reasonable ratio of members who are young, female, ethnic people, scientists, artists, and managers of major state-owned corporations,” he said.

At the quinquennial National Congress slated for January 2021, new members of the Central Committee will be elected.

The plenum will also discuss the affairs related to the formation of the National Assembly in the 2021-2026 term.

The National Assembly is expected to have less than 500 members, of whom at least 35% will be women and 18% ethnic minority groups.

In February 2020, Trong issued new criteria for appointing top officials which it set the premise for evaluating, planning, assigning, transferring, and introducing candidates ahead of the 13th National Congress.

Last month, in an article about the personnel preparation for the 13th National Congress, the General Secretary put stress on the importance of selecting morally and professionally qualified candidates.

He said “Unqualified officials, if chosen to the leadership, would be a disaster for the Party and do harm to the country and people.”

Communist Party of Vietnam nominates candidates for next term top positions

The Party members will introduce candidates to the highest political positions of the country.

The Communist Party of Vietnam (CPV) will nominate candidates for top positions of the country for the next five-year term which will likely begin in January 2021.

The nomination of members of the Politburo – the country’s most powerful body – and the Secretariat will be made at the 14th plenum of the CPV’s Central Committee that opened in Hanoi today [December 14].

The candidates for the Politburo and the Secretariat of the 13th CPV National Congress were selected from the list made in the party’s 13th plenary session held in early October and after the examination of the competent bodies, local media cited the CPV’s Secretary General and State President Nguyen Phu Trong.

Vietnam, China maintain political links

Vietnam and China are communist neighbors, sharing future of strategic significance.

Leaders of the Communist Party of Vietnam (CPV) and the Communist Party of China (CPC) have continued sharing information as part of efforts to maintain the political links between the two neighboring countries.

The latest move was marked with the talk between Head of the CPV’s Commission for External Relations Le Hoai Trung and the CPC’s International Liaison Department Song Tao.

The two sides exchanged views on the recent issues and discussed measures to enhance cooperation between the two parties at the teleconference on April 12.

During the talk, Trung briefed on the results of the CPV’s 13th National Congress that concluded in early February to pick up the new leadership for Vietnam in the next five years.

He spoke of Vietnam’s targets for 2030 and vision to 2045 with two major milestones namely the 100th anniversary of the CPV and the 100th anniversary of the republic’s establishment, respectively.

Highlighting Vietnam’s diplomacy was part of Trung’s speech in which he stressed that Vietnam will continue pursuing its consistent policy of independence, self-reliance, multilateralization and diversification of external relations, active and proactive global integration, maintenance of peace and stability, thus improving Vietnam’s prestige and stature on the international agendas.

Political links

Shortly after the conclusion of the 13th Congress, the CPC’s General Secretary Xi Jinping was the first foreign leader to send a congratulatory message to the CPV’s counterpart Nguyen Phu Trong on his re-election for the next term.

China and Vietnam are friendly socialist neighbors and also a community with a shared future of strategic significance, Xinhua News Agency cited Xi.

The Vietnam-China relations was established in 1950. The current stage of the relationship began with the full normalization of relations in November 1991.

The two countries have a deeply rooted diplomatic history, formalizing neighborly relations under the principles of “friendly Sino-Vietnam relations for peace, stability and prosperity.”

In 2008, the two countries upgraded the relations to Comprehensive Strategic Cooperative Partnership status, the highest cooperation framework in Vietnam’s relations with its partners.

Ramses Amer, Associated Research Fellow, Institute for Security & Development Policy, Sweden, said the close cultural and political links both historically and in modern times through the leading rule of CPC and CPV have cultivated stronger ties between the two countries.

The expert said the relations remain much to say, naming a number of challenges such as the disputes in the South China Sea (called East Sea by Vietnam), economic competition and uneven trade ties, risks associated with development affecting the Mekong River.

He said challenges must be managed properly so as to avoid negative repercussion of the broader relationship.

Deepening bilateral co-operation in different fields and expanding economic interaction have contributed to the development of a more stable relationship, Ramses Amer said, adding that the future development of the relationship will be determined by how successfully Vietnam and China handle their disputed issues.

Vietnam Party chief talks with Laos counterpart two days after re-election

This is the first conversation with foreign leaders after Mr. Trong was re-elected late last month.

The phone talk is Mr. Trong’s first conversation with foreign leaders after he was elected as the CPV’s chief for the third term.

During the talk, Mr. Trong thanked the Lao People’s Revolutionary Party (LPRP) Central Committee, ministries, agencies, the Lao Front for National Construction and political organizations of Laos for sending letters of congratulations to Vietnam on the success of the 13th National Party Congress, vividly reflecting the Vietnam-Laos special solidarity, according to Vietnam News Agency .

He also congratulated Laos’ recent achievements and believed that under the leadership of the LPRP led by Thongloun Sisoulith, the Lao people will continue reaping greater successes in the cause of national defense and construction, as well as successfully realizing the Resolution adopted at its 11th National Party Congress.

Vietnam strongly and fully supports the cause of national renewal, defense and construction in Laos, he affirmed.

In turn, Thongloun Sisoulith hailed Mr. Trong’s contributions to the Laos-Vietnam special solidarity. He expressed his profound thanks to the CPV, State and people of Vietnam for providing valuable support for the Lao people.

He believed in Mr. Trong’s role in the national development in the years ahead.

They affirmed that under any circumstance, the two sides will do their best to foster the bilateral special solidarity.

The Vietnamese and Lao leaders invited each other to their countries at convenient time.

Special ties

The two neighboring countries set up diplomatic relationship in 1962.

Vietnam remains Laos’ third largest investor in the period 2016-20 with registered capital of US$4.2 billion, up 35% against 2010. In 2020, Vietnam’s investment capital to Lao rocketed by 130% on-year.

Vietnam and Laos share a long border, long-lasting historical and cultural ties, common struggles for independence, and close commercial and economic ties.

“The bilateral cooperation ties in politics have climbed to new heights witnessed by the regular exchange of high level visits of leaders from the two parties and governments,” Lao media reported.

The phrase “special relations” came into general use by both parties after 1976, and in July 1977, the signing of the Lao-Vietnamese Treaty of Friendship and Cooperation opened up a new era for the relationship.

Another element of cooperation involved hundreds of Vietnamese advisers who mentored their Lao counterparts in virtually all socio-economic sectors of the neighboring country.

The Vietnam-Laos relationship was the common invaluable treasure of the two nations and an important element ensuring the success of the revolutionary cause of each country, said a joint statement issued on June 22, 2011 in Vientiane, Laos.

The joint statement noted that the Party, State and people of Vietnam and Laos affirmed the importance, strategic significance, as well as determination to maintain and promote the bilateral traditional friendship, special solidarity, and comprehensive cooperation in the new stage.

Hanoi embraces for unprecedented opportunity for growth: Party chief

The Party chief expects Hanoi to harmonize economic growth with culture and social equality advances, in which economic development must be based on the cultural foundation.

As Vietnam today is at its best conditions, Hanoi is having an unprecedented opportunity for further development, thus the capital city should set more ambitious goals than other localities, according to General Secretary of the Communist Party of Vietnam and State President Nguyen Phu Trong.

In the past five years, Hanoi, as the country’s political center and economic, cultural, scientific and international trade hub, has achieved major results in various fields, in turn making significant contributions to Vietnam’s development, stated Mr. Trong at the opening of Hanoi’s 17 th Party Congress for 2020 – 2025 tenure on October 12.

Despite growing global uncertainties and crisis as a result of the Covid-19 pandemic, Vietnam still stands firm and overcomes any obstacles that it is facing, Mr. Trong added.

Nevertheless, Hanoi, for its significant role and responsibility, should grasp all opportunities available and mobilize all resources, especially the unity and trust from the public, to fuel its development, Mr. Trong noted.

The Party chief expected Hanoi to better realize its potential and strength for sustainable and rapid economic growth, while solidifying its status as the driving force for the Northern economic zone and also the country.

In the coming time, Mr. Trong requested Hanoi to continue revising its growth model and pushing for economic restructuring to make decisive turns in addressing current shortcomings.

Additionally, the city should harmonize economic growth with advances culture and social equality, in which economic development must be based on the cultural foundation.

Mr. Trong urged Hanoi to ensure greater efficiency in urban management, especially in implementing the pilot project of urban administration model, a key step that would help the city enhance resilience in tackling climate change and utilize natural resources efficiently.

Mr. Trong requested government agencies and provinces/cities to cooperate closely with Hanoi to aid the latter’s development process.

On behalf of Hanoi’s Party delegates, the local authority and people of Hanoi, Secretary of the Hanoi Party Committee Vuong Dinh Hue said the city is committed to fulfilling its potential and meeting the expectation from the State President and leaders of the Party and government for Hanoi.

Hanoi’s economic size in 2020 is set to reach VND1,060 trillion (US$45 billion), resulting in GRDP per capita of VND127.6 million (US$5,420), a 1.5-fold increase against over 2015 and 1.8 times as high as the national average.

For the 2021 – 2025 period, Hanoi sets GRDP growth target of 7.5 – 8% and GRDP per capita of VND190 million (US$8,300) by 2025.
