This Congress is an important milestone as it sets out the vision and goals for the nation’s socio-economic development in the next five years, as well as until 2030 when we celebrate the 100th anniversary of the Party’s establishment and by 2045 for the 100th anniversary of the country’s founding.

In this Congress, I pay special attention to human resources because I expect the next team of leadership of the Party and State will have virtue and talents to lead our country as well as promoting the renovation and integration to a new level of development.

People have high expectations for this Congress. Although the whole country and the world faced many difficulties due to the impact of the Covid-19 pandemic, Vietnam was still firm in its development path and has maintained the political and social security. As a party member, I am very excited to welcome the Congress and believe in its success, as it will stamp a mark in history for continuing leading our country and the people to comprehensive socio-economic development, and achieving success in diplomacy, social and political security and defense for a prosperous and happy life. The Residential Area No. 3 is the first in implementing the “Five Nos” of Thanh Xuan district, including no trash, no poor, no social evil, no trade on the roadsides and no construction violation.

Kim Giang is the first ward in the district where 100 per cent of the residents have implemented it excellently. In the coming time, our Subdivision of the residential area will implement the Resolution of the 13th National Party Congress, contributing to building the rich, beautiful and civilized capital and the country.

The Hanoitimes – Banners, flowers and flags can be seen everywhere, the whole city looks fresh and vibrant as if it just worn a new coat. According the plan, 13th National Party Congress will be held from January 25, 2021 to February 2, 2021 in Hanoi.

Hanoi in mid-January appears to be more resplendent and colorful than ever with vivid decorations, flower baskets and banners to welcome the two most important and significant events of the year: the traditional Vietnamese lunar New Year of the Buffalo and the 13th National Congress of the Communist Party.

As a major political event of the country which will draw great public attention, preparations for the 13th Party Congress started in Hanoi very early. The whole city is ready to welcome party delegations from all over the country.

The iconic red flag with a gold hammer crossed with a gold sickle of the Communist Party, and national red flags with yellow stars are hung in clusters, brightening the streets.

The whole city has decorated 27 panel clusters and 400 vertical banners.

Eight main streets of Hanoi that was decorated with flowers, flags and posters to welcome the important politic event include Ba Trieu, Hang Bai, Phan Dinh Phung, Dien Bien Phu, Thanh Nien, Pham Hung, Thang Long and Vo Chi Cong.

In addition, 3,000 flags have been hanging on the flag racks in Hanoi’s downtown streets such as the area around the Ho Chi Minh Mausoleum, City Party Committee, People’s Council, City People’s Committee and Hoan Kiem Lake.

The streets of Hanoi’s downtown, especially in Ba Dinh district, are carefully decorated and clean, being ready to welcome the delegates who will arrive in the capital for the important meeting.

After hanging flags, panels, and posters, Hanoi capital will continue to decorate the streets with lights and flower carpets, prior to the opening date of the 13th National Congress of the Party.

Propaganda posters and banners were installed in the area of State Bank, Hanoi Opera House. Meanwhile, the area around Hoan Kiem Lake is also tinted red as flags of the nation and the Party are hang profusely, ready for the opening day of the Party Congress.

The propaganda and poster display has created a spring-filled atmosphere within the city showcasing the faith of Hanoi people in the success of the 13th National Party Congress as well as their hospitality to visitors who come to the capital on this occasion.

How has Hanoi been carrying out decoration and communication activities for the upcoming National Party Congress?

The 13th National Party Congress is a great event of the country and an important political activity of the Party and entire people. Therefore, Hanoi has been actively responding to it under the central-level direction, especially in carrying out visual propaganda and promotion activities. Until now, the city has completed the preparation work.

The city has also proactively planned and implemented a visual promotion program with more than 60 large posters, about 8,000 banners and national flags. Tens of thousands of national flags have been hung across the roads, central areas and alleys in all the districts. We consider this event to be the largest ever, where local residents show their hearts towards the major event of the country and to welcome the delegates attending the Congress.

What’s the highlight in communications activities for the Party Congress?

In addition to the involvement of the government, the highlight of the work is the active participation of local residents in apartment buildings and residential groups. Led lights are also used to display phrases and messages to welcome the 13th National Party Congress. The city has also completed the installation of flowers and ornamental plants, as well as carrying out environmental sanitation to ensure the green, clean and beautiful landscape of the city.

How did the city plan to ensure safety for the congress in the context of the complicated development of Covid-19 outbreak?

Hanoi has actively implemented the prevention and control of Covid-19 to ensure absolute  safety for the upcoming Congress. In particular, more than 4,000 delegates to the Congress and staff serving the Congress will be tested for Covid-19 twice. So far, the first tests have returned negative results.

The city will strongly follow the instructions of the government and the city. We will focus on mobilizing people to participate in the work of preventing and detecting illegal entries, checking public areas, commercial centers, and gathering places. The measures aim to ensure safety for people during the Congress and the Lunar New Year holiday as well.

The social insurance and health insurance have become the main pillar in the social welfare system, with over 90% of the population enrolling in health insurance, Dr. Dung said, adding that these achievements have proved the Party’s correct policy, the strong involvement of the party’s committee and authorities at all levels in its implementation.

“Vietnam has set the target to become a developed country with high middle income by 2030, we expect that the direction will be translated into specific views, directions and tasks at the 13th congress,” said Dr. Dung.

Besides, the country’s education and training need to be continuously innovated in an open and flexible way to improve the quality of human resources as well as meeting the requirements of the industrial revolution 4.0, Dr. Dung added.

He noted that the labor market should be developed, urban unemployment rate needs to be kept below 4% and agricultural employment would account for less than 25% of all jobs by 2025.

According to the Department of Culture and Sports of Hanoi, in order to welcome the 13th National Party Congress, Hanoi will host many art programs.

A total of 27 art performances will be held in big stages in Hanoi’s downtown and in some suburban districts of Hanoi.

Specifically, there will be four outdoor performances  in front of Thang Long Puppet Theater (No 57 Dinh Tien Hoang street); two performances at Flower Garden in Ly Thai To Monument (Le Lai street), one art show in front of the monument “Determined to Brave Death for the Survival of the Fatherland” (Hang Dau street); two arts performances will also take place in the center of Tay Ho district and two others will be held in the center of Cau Giay district.

In Hanoi’s suburbs, the art performances will be held in Son Tay town and the districts of Ung Hoa, Thanh Oai and Dong Anh, among other places.

Notably, in two days from February 2 to 3, there will two major artistic events be organized at the Flower Garden in Ly Thai To Monument and in the square at My Dinh National Stadium.

These arts performances will be staged by Thang Long Music and Dance Theater, Thang Long Puppet Theater, Hanoi Cai Luong Theater, Hanoi Cheo Theater, Hanoi Circus Theater as well as professional and amateur art troupes.

The art performances will focus on praising the country, the glorious Party, the great Uncle Ho and the thousand-year-civilization Hanoi capital, among others. All have been prepared elaborately and professionally to celebrate the nation’s political event.

On this occasion, Hanoi city also organizes many exhibitions, adorns the central area and major streets with flowers, ornamental plants and lights to promote the 13th National Party Congress.

Mr. Phuc was speaking at the ceremony to announce the opening of the 13th National Party Congress held in Hanoi today, which gathers 1,587 delegates representing nearly 5.2 million party members nationwide.

The government leader said the 13th National Party Congress is not only the most important political event in 2021, but also a very crucial  milestone in the development of the Party and the country in the coming time.

He said the congress is taking place when entire Party, people and army have successfully carried out many goals and tasks identified in the Resolution of the 12th Party Congress of the Party, creating many outstanding marks and contributing to the country’s great and historic achievements of 35 years of Doi moi (Renewal), 30 years of implementing the 1991 Political Platform, 10 years of implementing the 2011 Platform, and in the implementation of the 2011-2020 Socio-economic Development Strategy.

“We also frankly acknowledge the shortcomings and problems that need to be solved in the next five-year period, realizing the ambition to drive Vietnam to be a strong and prosperous country by 2045,” Mr. Phuc said.

“In that context, the ongoing congress bears a great historical responsibility for our fatherland, nation and people, not only in the next five-year period but also for the coming decades and for future generations of the country,” he added.

Mr. Phuc affirmed that with the right orientations, strong development aspirations and high political determination, the entire Party, people and army will definitely gain new development achievements for the sake of a prosperous and happy Vietnam, walking abreast with the great powers and successfully realizing the wish of President Ho Chi Minh and the entire nation.
