Deputy minister hosts outgoing and new Russian defense attachés

At the reception at the headquarters of the Ministry of National Defense, General Chien congratulated Colonel Roman Boytsov on his successful term of office in Vietnam and Colonel Govorov Alexey Arkadievich on the appointment as Russian defense attaché to Vietnam.

The Vietnamese deputy defense minister confirmed that Vietnam and Russia have a long-standing traditional friendship, a comprehensive strategic partnership, especially the good sentiments that leaders and people of the two countries have always treasured, preserved and developed until now.

He noted that the success of Vietnamese Prime Minister Nguyen Xuan Phuc's official visit to Russia from November 29 to December 2, 2021 and the talks between the two defense ministers as part of the visit had an important contribution to further developing the two countries' comprehensive strategic partnership with defense ties playing a pivotal role.

General Chien emphasized that over the past seven decades, the bilateral defense ties have received due attention  from leaders of the two parties, states, and governments.

Attentively, over the past time, despite great impacts of the COVID-19 pandemic, the ties have continued to be expanded and deepened in all fields, especially exchanges on military, political and defense policies, training, cooperation between services and army corps, engagements in activities hosted by the defense ministry of each country, including the international army games, scientific research, and military technical cooperation.

Acknowledging and highly praising remarkable contribution by Colonel Roman Boytsov during this working term, General Chien expressed his hope that the outgoing defense attaché, in any posts, will keep good feelings about Vietnam and its people and continue to contribute to developing the relations between two countries in general and the two defense ministries in particular.

Welcoming newly-appointed Russian defense attaché Colonel Govorov Alexey Arkadievich, the Vietnamese deputy defense chief asked him to bring into play the outcomes of his predecessor's term of office. He also suggested the Russian attaché team with relevant Vietnamese agencies to effectively implement major orientations and priority defense cooperation contents reached by the two defense ministers during their talks last December.

For his part, Colonel Roman Boytsov thanked the Vietnamese Ministry of National Defense for its close coordination, support, and creation of favorable conditions for him to complete his missions. He hoped that the Vietnamese ministry continue to help his successor to fulfill his duties.

Colonel Govorov Alexey Arkadievich affirmed that he will promote his predecessor's achievements and work with authorized agencies under the Vietnamese ministry to give recommendations to further promote the bilateral defense cooperation.
