According to the Research Institute for Oil and Oil Plants of Vietnam (IOOP), international cooperation not only enables it to seek funds for research and transfer activities but also facilitates its access to information resources and effective human resource training. Through a cooperation program with the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) and the National Institute of Crop Science (NICS) of the Republic of Korea, IOOP has obtained valuable groundnut varieties and advanced selection and hybridization methods, paving the way to develop new groundnut varieties.
Cooperation with the International Plant Genetic Resources Institute (IPGRI), the International Coconut Genetic Resources Network (COGENT) and the Asian and Pacific Coconut Community (APCC) has also helped IOOP hybridize and create new coconut varieties. The institute has also cooperated with the US in research and development of technology to produce oil from microalgae.
For many years, the Industrial Machinery and Instruments Holding Joint Stock Company (IMI) has attached great importance to international cooperation in scientific research and technology transfer. Through international cooperation, IMI obtained access to modern technologies appropriate for conditions in Vietnam to create high-tech products of equal quality to foreign-made products. International cooperation has also enabled IMI to provide consultancy as well as technological solutions and equipment for domestic companies.
The Communist Party and the State have provided guidelines and promulgated policies to increase international science and technology cooperation. The Strategy for Science and Technology Development in the 2011-2020 period designates international cooperation as a major factor helping Vietnam meet global standards.
The Ministry of Science and Technology (MoST) has developed a number of programs and projects to boost international cooperation. These include a program to promote bilateral cooperation in scientific research until 2020, a program to boost technology transfer by foreign countries to Vietnam until 2020, and a Fostering Innovation through Research in Science and Technology (FIRST) project.
In order to accelerate international cooperation in science and technology, the MoST will continue implementing bilateral and multilateral agreements, while at the same time encouraging cooperation between businesses, universities and research institutes, as well as between domestic and foreign individuals and organizations.
The MoST will organize international sci-tech conferences and workshops in Vietnam and participate in others abroad. Exhibitions will also be held to introduce achievements by Vietnam and other countries. The role of overseas Vietnamese sci-tech organizations will be promoted.
Vietnam has promoted sci-tech cooperation with more than 70 countries and territories. It has joined more than 100
international and regional sci-tech organizations, and signed more than 80 cooperation agreements at the
governmental and ministerial levels.
