VGP – Minister of National Defense Phùng Quang Thanh on June 3 called on China to exercise self-restraint so as to avoid the repeat of the Bình Minh 02 incident.
The Vietnamese Defense Minister made the statement at his bilateral meeting with his Chinese counterpart, Liang Guanglie, on the sidelines of the 10th Asia Security Summit, also known as the Shangri-La 10 in Singapore.
Minister Thanh recalled the seismic survey ship Bình Minh 02 had its cables cuts on May 26 by Chinese marine surveillance ships while the Vietnamese ship was conducting seismic surveys in Việt Nam’s Exclusive Economic Zone.
The incident has ignited public concern and worried the Vietnamese Party and State’s leaders, stressed General Thanh.
He noted that the Việt Nam-China relations have been developing well. Leaders of Vietnamese Party, State, army, and people always treasure the solidarity, friendship, and comprehensive cooperation with China.
However, he said, the bilateral ties still contains unsolved sovereignty disputes on the East Sea where regretful and unexpected activities are still occurred.
He urged relevant agencies of the two countries to strictly observe the agreements reached by the two sides’ high-ranking leaders.
At the same time, both sides need to stay calm to settle the issue in a peaceful manner, through international law-based negotiations, said Defense Minister Thanh.
The two sides should actively boost cooperation and spare no effort to refrain so as to prevent similar incidents happening as they would badly affect the bilateral ties and China’s image in the region, he suggested.
Minister Thanh also applauded Mr. Liang Guanglie’s first attendance to the Shangri-La 10 which is expected to contribute to consolidating peace and stability in region.
He went on to say that Mr. Liang Guanglie’s statement at the Shangri-La 10 would surely draw attention of Việt Nam and the international community.
For his part, Chinese Defense Minister Liang Guanglie hailed Việt Nam for successfully organizing the first ASEAN Defense Minister’s Meeting Plus (ADMM+) with several important issues brought to open discussions.
He agreed that the remaining issue of the Việt Nam-China relationship is the sovereignty dispute at the East Sea.
China’s stance is to solve that dispute through diplomatic negotiations, Minister Liang Guanglie affirmed, adding that China rejects unilateral actions.
China commits to maintaining peace and stability on the East Sea and fully implement the DOC, he stressed.
He agreed that the two countries must obey international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS) and other relevant documents.
“The two countries’ armies need closer coordination. We do not expect the similar incidents to happen in the future”, said Mr. Liang Guanglie, adding that Chinese army had no relation with the Bình Minh 02 incident.
The same day, Minister Thanh also had bilateral meetings with his counterparts from New Zealand and Mongolia.
